AVIA RFQ 26-25 UST Incident 18989 Consulting and Remediation

The City of Charlotte, through Charlotte Douglas International Airport, is seeking a qualified environmental consulting/engineering firm to provide assessment, monitoring, and remediation services for a UST (Underground Storage Tank) incident (#18989) at 5414 Airport Drive and adjacent properties. The scope includes reviewing existing data, conducting supplemental investigations, ongoing site monitoring of LNAPL and groundwater, operating two dual‑phase extraction systems, and delivering regulatory‑required reports. The contractor must staff licensed professional engineers or geologists, a WPCSOCC PC‑1 certified operator, and hold an NCDEQ wastewater/groundwater laboratory certification. All work must comply with NCDEQ guidelines, NPDES permits, and FAA airport requirements. • Environmental site assessment, reporting, and corrective‑action planning (PE/LG‑qualified). • Frequent LNAPL/ground‑water monitoring, absorbent‑boom maintenance, and quarterly well gauging. • Operation & maintenance of two dual‑phase extraction systems with certified operator and lab support. • Deliverables include semi‑annual performance reports, regulatory filings, and any supplemental services requested by the airport.
