Notice of Intent to Award a Sole Source Procurement: HJ3 Technologies Composites

The City of Apopka is seeking a sole source designation for HJ3 Composite Technologies to provide a proprietary composite concrete repair and rehabilitation system for the immediate repair of the West Plant Aeration Basin. The system consists of fully compatible proprietary components, including primer, surface filler, saturant, engineered reinforcement fabrics, and a protective coating. The project requires a unique set of skills and expertise, and HJ3 is the only known source capable of furnishing the specified system, engineering methodology, technical support, QA/QC program, and installation requirements necessary to achieve the intended performance and long-term reliability of the proposed repair. • The project involves repairing a cold joint in a wastewater tank that has been leaking for several years. • The tank is a backup to a newer system and needs to be repaired to maintain a leak-free environment. • HJ3's proprietary composite materials and installation procedures are specifically designed for wastewater treatment structures. • The project requires a high level of expertise and specialized equipment to ensure a successful repair. • The City of Apopka has evaluated various repair options and determined that HJ3's StrongHold Repair System is the most effective solution.
