Description
The City of Port Arthur, Texas, is seeking up to five qualified civil engineering firms to provide design and consulting services for street improvements and drainage projects on an as‑needed, on‑call basis. The work includes roadway design, master drainage plans, parking lot design, grading, storm‑drain utilities, traffic control plans, hydrology/hydraulics analysis, BMPs, SWPPP, cost estimating, geotechnical investigations, environmental assessments, surveying, permitting, constructability reviews, and post‑construction record drawings. Firms must submit a sealed RFQ package (original, USB, and three copies) by 3:00 PM CST on 7 Oct 2026, with the envelope addressed to the City Secretary. Qualification packets are limited to 50 pages (excluding resumes) and must include experience, past performance, project approach, and a plan to utilize local Port Arthur businesses. The City will evaluate based on a 100‑point scoring system (experience 60 pts, project approach 35 pts, local business use 5 pts) and may interview shortlisted firms. Selected firms will be awarded contracts after City Council approval and fee negotiation. Funding may come from FEMA, CDBG, Texas Water Development Board, FHWA, or city funds.
