The County seeks a firm to provide a comprehensive suite of materials‑testing, field‑testing, laboratory analysis, drilling, and related miscellaneous services under an annual firm‑price contract with four optional one‑year renewals. The work covers roadway and concrete testing, non‑destructive evaluation, a wide range of laboratory tests (soil, asphalt, concrete, masonry, hazardous‑material analysis), drilling and coring, quality‑control inspection, traffic control, utility location, and other ancillary services. Bidders must price each line‑item, meet extensive qualification thresholds (80 % of first four sections), possess required certifications (NICET, Erosion Control Level 1A, AASHTO/GA‑DOT pre‑qualification), and provide insurance meeting specified limits. No bid bond is required, but a binding cost estimate must be supplied before work commences, and records must be retained for the contract life plus one year.
