The City of Gastonia has issued a Request for Proposals (RFP) for the acquisition and development of a non-congregate shelter (NCS) to serve individuals and families experiencing homelessness. The project is funded by the HOME Investment Partnerships Program-American Rescue Plan (HOME-ARP), which allocated $5 billion for homelessness assistance. **Key Points:** 1. **Eligible Applicants**: For-profit, non-profit developers, public agencies, and organizations capable of providing the required services. 2. **Project Requirements**: The proposed facility must provide private rooms or units with bathrooms, similar to a hotel or dormitory, and serve individuals and families who are homeless or at risk of homelessness. 3. **Target Populations**: Homeless individuals and families, survivors of domestic violence, and households at risk of housing instability. 4. **Funding**: Up to $2.4 million is available for the project, which can be awarded to a single grantee or multiple grantees. 5. **Eligible Costs**: Acquisition, demolition, development, financing, and related soft costs, as well as site improvements and replacement reserves. 6. **Ineligible Costs**: NCS operations and supportive services, costs to convert NCS units to permanent affordable housing, and acquiring a property currently operating as an emergency shelter. 7. **Restricted Use Period**: The NCS project must comply with a 10- or 15-year restricted use period, during which the property must serve the same population and operate as specified in the agreement. **Proposal Submission:** 1. **Pre-Proposal Conference**: October 8, 2025, at 10:00 am. 2. **Proposal Submission Deadline**: October 29, 2025, at 2:00 pm. 3. **Submission Portal**: Proposals must be submitted through the application portal at https://tinyurl.com/j8ufhurf.
