Description

The CDC’s Division of HIV Prevention is seeking a sole‑source contractor to extend its TrueLevel Feasibility Study into additional rural states. Nuru Consortium LLC, the only vendor with the requisite experiential knowledge, will apply Social Cognitive Theory to evaluate individual, community, and structural determinants of self‑collection specimen testing for HIV. The effort will analyze self‑efficacy, digital enrollment, mail‑based transport, and trusted community health intermediaries across existing and new sites, supporting the Ending the HIV Epidemic (EHE) initiative. The contract runs for one year, beginning September 17 2026. • Scope: Formative research, data collection, and analysis of self‑collection behaviors in rural populations. • Geographic focus: South Carolina, Mississippi, Missouri, Alabama (existing) plus new sites in Kentucky, Oklahoma, Arkansas. • Deliverables: Assessment reports, recommendations for scaling, and data sets aligned with CDC’s HIV prevention goals. • Duration: 12 months (Sept 2026‑Sept 2027). • Funding: Sole‑source contract, typical CDC research budgets for similar work range $0.5‑$1.5 M.

Budget estimate

$500,000 – $1,500,000

Based on typical CDC sole‑source research contracts for multi‑state public‑health evaluations, the award is likely to fall between $500,000 and $1,500,000 for the 12‑month effort. The lower bound reflects minimal staffing and data‑collection costs; the upper bound accounts for extensive field work, travel across seven states, advanced analytics, and comprehensive reporting.
