Description

The U.S. Coast Guard is planning a major acquisition to replace its aging 29‑foot Response Boat‑Small (RB‑S II) fleet with a new third‑generation vessel (RB‑S III). Up to 400 standard boats and an additional 100 modified variants will be procured through one to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts over a ten‑year ordering period (five‑year base plus one five‑year option). The contract will be firm‑fixed‑price (FFP) or fixed‑price with economic price adjustment (FP‑EPA) and will include boats, trailers, logistics support, technical documentation, configuration management, and supply support. The acquisition will be conducted in two phases: Phase I (technical, management, and conceptual design proposals) and Phase II (detailed design, construction of one demonstration vessel, and in‑water testing). The final IDIQ awardee will receive the bulk of production orders. Delivery locations will be across the continental United States. • Up to 400 RB‑S III boats plus 100 modified variants for other federal agencies. • Two‑phase competitive process (Phase I concept, Phase II demonstration). • IDIQ contracts (up to 4) with a 10‑year ordering horizon (5‑year base + 5‑year option). • Firm‑fixed‑price or FP‑EPA pricing structure. • Scope includes boats, trailers, full logistics and supply support, technical docs, and configuration management. • Anticipated solicitation release: end of FY 26; award: Q2 FY 27; proposal window ≈45 days. • Primary production at contractor facilities; delivery to multiple USCG sites nationwide.

Budget estimate

$110,000,000 – $170,000,000

The program envisions up to 500 vessels (400 standard + 100 variants). Assuming an average unit price of $200,000–$300,000 (typical for 30‑ft high‑performance rescue boats with integrated systems), total contract value could range from $100 million to $150 million over the 10‑year IDIQ period. Additional funds will be allocated for trailers, logistics support, spare parts, and technical documentation, which could add another 10‑15 % to the overall spend. Therefore, a reasonable estimate for the total award value is roughly $110 million to $170 million.
