CONSTRUCTION ENGINEERING AND INSPECTION (CEI) SERVICES FOR PAVEMENT MANAGEMENT PROGRAM (PMP) WORK PLAN

The St. Johns County - Purchasing Department is seeking a consultant to provide Construction Engineering and Inspection (CEI) Services for the County's multi-year Pavement Management Program (PMP) Work Plan. The awarded consultant will be responsible for providing CEI services, including resident observer and resident engineer duties, to ensure compliance with County standards and project documents. The scope of work includes reviewing progress and installation, maintaining a full-time presence on assigned worksites, and documenting pre/post project construction with video and photographs. • The consultant will be required to provide equipment, including a vehicle, portable computer, and personal protective equipment. • The consultant will be responsible for tracking and monitoring construction issues, checking materials delivered to the site, and maintaining field files. • The consultant will participate in inspection reviews and punch lists, and coordinate with all parties regarding project documentation, installation issues, and restoration problems. • The consultant will provide on-site monitoring, including full depth reclamation, resurfacing, and striping.
