On-Call General Construction Services - Augmentation for Pool B

Multnomah County’s Facilities and Property Management Division is seeking to expand its Pool B on‑call general contractor roster. The contract will cover a wide variety of construction activities – remodel, demolition, upgrades, new construction and rehabilitation – for County‑owned facilities such as jails, health clinics, libraries, courthouses and office buildings. Selected contractors will receive a four‑year indefinite‑delivery vehicle (approximately May 2026 – May 14 2030) and will be invited to bid on individual projects on a round‑robin, lowest‑responsive‑bid basis. The solicitation emphasizes multi‑disciplinary capability, background‑check clearance for personnel, strong diversity and sustainability practices, and compliance with extensive County specifications (Attachment A & C). • Eligible projects range from $400 K up to $2.5 M (extendable to $3 M) in direct construction costs. • Contractors must be fully licensed Oregon general contractors capable of performing all trades (structural, MEP, civil, etc.). • Pre‑proposal conference (optional) on 10 Mar 2026; bids close 8 Apr 2026. • The County encourages participation from minority‑, women‑ and emerging‑small‑businesses and requires low‑VOC, recycled‑content, and safety‑training standards.
