North Valley Landfill – Tier 2 Non‑Methane Organic Compound (NMOC) Testing

The City of Logan is seeking a qualified environmental‑engineering firm to conduct Tier 2 Non‑Methane Organic Compound (NMOC) testing at the North Valley Class 1 Landfill in Clarkston, Utah. The work includes field sampling of landfill gas in accordance with 40 CFR Part 60 Subpart WWW, laboratory analysis and modeling (including LandGEM) to calculate NMOC emission rates, and delivery of comprehensive print‑ready and electronic reports for both the City and the State. The contractor must supply all equipment, qualified personnel, and required insurance, and must meet hard deadlines for sampling (by September 16 2026) and final reporting (by November 1 2026). • Field sampling, lab analysis, and emission‑rate modeling for NMOC compliance. • Three printed report copies plus full electronic deliverables in native formats. • Mandatory insurance coverage (General, Professional, Auto, Workers’ Comp) with specified limits and additional insured status. • Proposal limited to five pages (excluding cover and appendices) and must include fee schedule, staff resumes, and required exhibits.
