RFP for Decarbonization Finance and Climate Utility Strategy Consultancy

The City of Cambridge is seeking a consultant to create a Decarbonization Finance and Climate Utility Strategy to provide universal access to long-term financing for building and community-level retrofits necessary to meet the city's net-zero goals. The consultant will design and implement a strategy creation workplan, evaluate and refine the city's vision and values, and synthesize research on existing models. The project will occur in multiple phases, with each phase anticipated to take approximately 12 months. The consultant will work with city staff, leadership, and external stakeholders to create a business plan for the Decarbonization Finance and Climate Utility, including funding streams, statutory authority, and implementation plans. Key aspects of the project include: • Decarbonization of buildings and transportation • Energy efficiency and renewable energy • Community engagement and education • Financial modeling and business case development • Collaboration with city staff, leadership, and external stakeholders The city is looking for a consultant with experience in creating strategic plans for innovative and transformational governments and businesses, with a focus on climate change, energy democracy, and scaling the energy system transformation.
