Zoning and Subdivision Ordinance Modernization Update - TECHNICAL ONLY

The Board of County Commissioners of Washington County, Maryland is seeking a qualified consulting firm to update and unify the County’s Zoning Ordinance (1973) and Subdivision Ordinance (1985) into a single, modern Unified Development Ordinance. The effort will span an estimated 18‑month period and includes comprehensive review, stakeholder engagement, drafting, GIS mapping, public outreach, and final adoption support. The contractor must provide technical expertise, project management, and deliver both hard‑copy and electronic ADA‑compliant documents. • Review existing ordinances, comprehensive plan, and identify gaps, redundancies, and conflicts. • Conduct stakeholder, staff, Planning Commission, and public comment meetings (both virtual and in‑person). • Develop a public outreach strategy and maintain communications throughout the project. • Draft updated zoning and subdivision standards, maps, graphics, and GIS layers in ArcGIS Pro format. • Produce a diagnosis report, draft and final adoption‑ready ordinance (editable Word, PDF, 30 bound copies). • Provide monthly progress reports, invoicing, and manage any extra‑work through hourly rates. • Contract term: 18 months with a possible 6‑month renewal; monthly lump‑sum payments; liquidated damages $100 per day for missed deadlines.
