The City of Fayetteville seeks a qualified consulting firm to develop a comprehensive Neighborhood Redevelopment Planning and Implementation Strategy for the Bonnie Doone area. The effort includes data collection, community engagement, market analysis, visioning, phased implementation planning, financing recommendations, and performance metrics, all delivered within a 210‑day schedule after contract award. The consultant must produce multiple interim deliverables and conduct at least three required presentations to City Council and the Planning Commission.
• Conduct existing‑conditions assessment, market analysis, and redevelopment‑readiness review.
• Lead a robust community‑engagement program with the Bonnie Doone CDC and other stakeholders.
• Deliver a draft and final implementation strategy, including financing tools, phasing, and performance‑monitoring framework.
• Provide minimum two presentations to City Council and one to the Planning Commission, plus support for final plan adoption.
• Work under a best‑overall‑value, fixed‑price contract with a base term of one year (option for a one‑year renewal).
