Description

The U.S. Navy’s Naval Research Laboratory is seeking industry sources capable of delivering a high‑precision, multi‑channel Advanced Global Navigation Satellite System (GNSS) Simulator suite. The requirement calls for at least two rack‑mountable simulation units that can generate dual‑frequency GPS (including SAASM and M‑Code), GLONASS, BeiDou, Galileo, NavIC, QZSS, alternative navigation (LEO, non‑GNSS RF), lunar S‑band PNT, and XONA space‑system signals. One unit must support full multi‑constellation and LEO/ALTNAV capabilities; the second unit focuses on GPS with a minimum four‑element Controlled Reception Pattern Antenna (CRPA) testing capability. Essential physical specs include 19‑in. rack mount, temperature/humidity range, multiple RF, USB, video, and TPM 2.0 interfaces. Respondents must submit a capability statement (≤5‑7 pages) covering contact info, technical capabilities, commerciality, product description, past performance, and GSA contract availability. • Minimum two discrete simulator units, 19‑in. rack‑mountable • Multi‑constellation support (GPS, GLONASS, BeiDou, Galileo, NavIC, QZSS) plus LEO, lunar, and XONA signals • Secure GPS (SAASM, M‑Code) and CRPA wavefront testing (≥4‑element) • Full suite of RF, USB, video, and TPM 2.0 interfaces, operating 10‑40 °C, 40‑90 % RH • Capability statement required; no formal RFQ, no award guarantee.

Budget estimate

$500,000 – $2,000,000

No monetary value is disclosed. High‑end GNSS simulators with multi‑constellation, secure GPS, LEO and CRPA capabilities typically range from several hundred thousand to a few million dollars depending on configuration, software licensing, and support. Assuming two units with full feature sets, a reasonable ball‑park is $0.5 M to $2 M for the hardware, plus additional software and integration services that could raise the total toward the high end.
