Budget estimate

$5,000,000 – $7,000,000

Based on typical costs for residential water service line replacement (approximately $4,000‑$6,000 per line including materials, labor, flushing, and surface restoration), replacing roughly 1,182 lines suggests a contract value in the $5‑$7 million range. Alternates and DBE compliance may add variability, but a reasonable estimate is $5 million on the low end to $7 million on the high end.
