FLEXIBLE SPENDING ACCOUNT ADMINISTRATION

The City of Riverside is seeking a qualified vendor to provide end‑to‑end administration of its municipal Flexible Spending Account (FSA) / Section 125 Health and Dependent Care plan for approximately 2,400 employees. The contractor will be responsible for plan set‑up, payroll data processing, claim reimbursements, compliance testing, participant education, and ongoing reporting, all while maintaining IRS and California regulatory compliance. The contract will initially run for three years with options for two additional one‑year extensions. Proposals must be submitted electronically via PlanetBids by May 14, 2026. • Full administration of employee FSA/Section 125 plans (enrollment, contributions, reimbursements, year‑end closeout). • Provide an online portal (and preferably a mobile app) with participant access, plus toll‑free support and education webinars. • Conduct annual IRS non‑discrimination testing, issue required statements, and supply monthly activity reports to the City. • Deliver on‑site open‑enrollment support (minimum five sessions) and transition services from the incumbent administrator.
