Description

The Aging & Long‑Term Care of Eastern Washington (ALTCEW) is soliciting proposals to develop and initially implement the Building Dementia‑Capable Communities (BDCC) component of its Rural Health Transformation program. The effort will create dementia‑support networks, provide caregiver training, and raise public awareness across the rural counties of Ferry, Pend Oreille, Stevens, and Whitman. The contract is envisaged as a five‑year, CMS‑supported program with an option for extension based on performance and funding availability. • Scope includes program design, community outreach, training curriculum, and coordination with existing health‑care infrastructure. • Minimum contractor experience: at least one year of similar dementia‑related services in Washington State. • No incumbent; new vendors can become the first provider of these services. • Submission deadline has been extended to November 9, 2026 (9 AM PST).

Budget estimate

$2,000,000 – $5,000,000

No specific contract value is disclosed, but a five‑year, statewide community‑health transformation initiative typically ranges from a few million to several million dollars. Assuming ALTCEW allocates modest funds for program design, training, outreach, and coordination, a reasonable estimate is $2 M–$5 M total over the contract period. Factors influencing the range include the number of counties served, scope of training modules, and extent of subcontracting.
