RFO-ITS 1940 - eRPA System Enhancements

CAL FIRE is seeking a qualified contractor to modernize and enhance its Electronic Request for Personnel Action (eRPA) system—a Power Apps‑based HR application used statewide for classification, hiring, and personnel transactions. The work includes updating classification tables, fixing front‑end workflow defects, adding new data integration points, expanding reporting capabilities, and providing ongoing ad‑hoc support. The contractor must hold a current Technology, Digital and Data Consulting Master Service Agreement (MSA) and must comply with strict U.S.‑based data residency and security requirements. The base contract is one year with up to two one‑year extensions, and compensation is hourly based on rates in the underlying MSA. • Update and expand classification tables, including new Analyst series and backend data alignment. • Implement front‑end workflow enhancements (approval sequencing, visibility, mobile navigation, timestamps) and back‑office data integration (candidate, hiring actions, veteran workflows). • Deliver two system‑generated Excel‑style reports and provide documentation for future‑phase enhancements. • Perform defect correction, change‑control management, and optional time‑and‑materials support for unanticipated tasks (capped at 10 % of total bid). • Meet all security, data‑residency, and confidentiality requirements; all personnel must be U.S.‑based and complete CAL FIRE cyber‑security training.
