Description

The City of Cedar Rapids is soliciting qualified contractors to provide all‑inclusive, firm‑fixed price grinding services for tree debris accumulated at Beverly Gardens Park. The contractor must supply labor, equipment (minimum 450 HP processor), fuel, supervision, and handle the resulting woodchips, which will be stockpiled for potential sale. Pricing is to be expressed per cubic yard of processed woodchips; the final volume will be determined by a post‑processing topographic survey that the contractor must arrange and fund. No collection or transport of trees is required; the work is limited to grinding on‑site and maintaining the stockpile. The bid must be submitted electronically via the City’s E‑Procurement portal by 3:00 p.m. CDT on 2 Oct 2026. A pre‑bid meeting on 24 Sept 2026 is strongly encouraged but not mandatory. • Scope: grinding downed trees into woodchips (< 3″ × 2″) and stockpiling the material. • Pricing: firm‑fixed price per cubic yard, all‑inclusive of labor, equipment, fuel, and incidentals. • Equipment requirement: minimum 450 HP processing unit; support equipment for loading. • Survey: contractor must order and pay for a topographic survey after processing to determine final volume. • Work hours: 6:30 a.m.–6:30 p.m. (commercial) or 7:00 a.m.–6:30 p.m. (residential), Monday‑Saturday; extended hours possible with notice. • Safety & compliance: must follow ANSI standards, OSHA, and City noise ordinances; provide signage, barricades, and indemnify the City. • No subcontracting without written City consent. • Bids submitted electronically only; deadline 2 Oct 2026, 3:00 p.m. CDT.

Budget estimate

$30,000 – $250,000

The bid is priced per cubic yard of processed woodchips. Assuming a modest market rate of $30‑$50 per cubic yard and an estimated processing volume between 1,000 and 5,000 cubic yards (typical for a municipal park debris project), the total contract value would likely range from roughly $30,000 to $250,000. Factors influencing the final amount include the actual volume determined by the post‑processing survey, any unforeseen site conditions, and the contractor’s equipment and labor cost structure.
