Description

The City of Philadelphia is seeking proposals from qualified vendors to provide FDA-approved intranasal naloxone. The selected vendor(s) will support the Philadelphia Department of Public Health's harm reduction and overdose prevention activities by providing public access to the opioid overdose antidote medication, naloxone. The scope of work includes supplying FDA-approved naloxone in pre-filled, single dose nasal spray formulations of 3mg and 4mg, with ready-to-use packaging, and a minimum of 3 years remaining before expiration upon delivery. The product must be packaged for community-level distribution with clear instructions in English and Spanish, compliant with federal and state pharmaceutical distribution regulations, and shipped in secure, temperature-stable, sealed packaging. • The initial contract term will be 1 year, with up to five additional one-year renewal options at the City's sole discretion. • The proposal must include a vendor profile, product description, pricing proposal, delivery and logistics capacity, and experience and references. • The City is looking for a vendor that can provide high-volume orders, has certifications for pharmaceutical distribution, and can provide customer support with guaranteed response times.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is estimated to be between $500,000 and $2,000,000, based on the quantity of naloxone required (20,000 units of 3mg and 50,000 units of 4mg) and the average cost of naloxone per unit. The actual budget may vary depending on the pricing proposal submitted by the vendor and the final contract terms. Factors that may influence the likely payment range include the vendor's ability to provide high-volume orders, certifications for pharmaceutical distribution, and customer support with guaranteed response times.
