Fiscal Year (FY) 2021 Community Assistance Program - State Support Services Element (CAP-SSSE) - Region 7

The Community Assistance Program - State Support Services Element (CAP-SSSE) provides funding to states to offer technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. The program aims to ensure flood loss reduction goals are met, build state and community floodplain management expertise, and leverage state knowledge to support communities. Key activities include map adoption, community engagement, higher standards adoption, and community compliance improvement. The program also supports state model regulation updates, outreach, workshops, and general technical assistance to communities. • The program is open to all 50 states, the District of Columbia, and the territories of Puerto Rico and the US Virgin Islands. • Applicants must be designated by statute or Governor’s declaration as a National Flood Insurance Program State Coordinating Agency. • A minimum 25 percent non-federal cost match is required for all recipients of CAP-SSSE funds. • The program has a projected period of performance of 12 months, with the possibility of extensions. • The available funding for the program is $11,000,000, with $10,000,000 allocated for basic floodplain management activities and $1,000,000 for discretionary funding for special projects.
