The City of Bismarck is seeking proposals from qualified Construction Management firms to provide construction management at-risk services for the construction of a New Police Headquarters for the Bismarck Police Department. The project involves the construction of a new police headquarters on a 9.8-acre site. The selected Construction Manager at Risk (CMAR) will be expected to collaborate with the City of Bismarck and the project architect to manage the overall project schedule. The preconstruction phases are scheduled for completion by February 2027, and construction is anticipated to commence in the second quarter of 2027, with anticipated completion within 18 to 24 months. The total project cost is proposed to not exceed $100 million. Key services required from the CMAR include developing detailed cost estimates, tracking cost estimates against owner budgets, providing constructability recommendations, attending and participating in design team meetings, and providing a construction schedule. The CMAR will also be responsible for procuring services from subcontractors through a public advertisement and competitive bid selection process.
• The CMAR will be responsible for managing the overall project schedule and budget.
• The CMAR will be required to submit bids for portions of the work they would like to self-perform.
• The CMAR will be responsible for overseeing all safety-related activities, including conducting safety meetings and performing work site safety assessments.
• The CMAR will be required to maintain a preliminary total project budget that includes all construction costs, design fees, soft costs, owner costs, FF&E costs, and other sundry costs typical of a capital project of this type.
• The CMAR will be responsible for finding savings within the project during the preconstruction phase and explaining how savings on the Guaranteed Maximum Price (GMP) will be accounted for and managed during the entirety of the project.
