Description

This solicitation calls for the supply, fabrication, and delivery of all materials and steel structures needed to rebuild the 161 kV “Feeder 9G” transmission line for the Grand River Dam Authority. The scope includes custom‑engineered steel poles (various lengths and configurations), hardware for OPGW and conductors, grounding systems, splice enclosures, markers, and related accessories. Bidders must price either a galvanized or a weathered steel finish (but not both) and meet detailed specifications, including ASCE Manual 48 design criteria, ASTM material standards, and extensive welding and coating requirements. Deliverables must be on site by 1 September 2027, with full compliance to the provided drawings, non‑collusion certification for contracts > $25 k, and optional electronic payment (EPay) provisions. • Supply of custom steel transmission‑line structures (monopoles, H‑frames, dead‑end arms, etc.) in specified finishes. • Provision of all electrical hardware – OPGW, conductors, grounding kits, splice enclosures, markers, signs, and associated fasteners. • Adherence to stringent design, welding, coating, and testing standards (ASCE 48, AWS D1.1, ASTM, NEMA TT‑1). • Pricing must be submitted via Bid Express, with a single total‑bid amount; only one steel‑finish option may be selected.

Budget estimate

$15,000,000 – $30,000,000

The solicitation does not disclose a total contract value, but the bill‑of‑materials includes hundreds of line items—custom steel poles ranging from 87 ft to 140 ft, OPGW assemblies, grounding hardware, and extensive hardware kits. Similar 161 kV feeder rebuilds for mid‑size utilities typically range from $15 million to $30 million in total contract value, depending on material quantities, finish choices, and labor rates. Assuming an average unit price of $150 k per pole for the larger custom poles and $2 million–$5 million for OPGW and associated hardware, the overall budget is plausibly within that $15‑30 M band.
