FACILITY OPERATION AND MAINTENANCE OF THE WASTEWATER TREATMENT PLANT, WASTEWATER COLLECTION AND STORMWATER COLLECTION SYSTEMS

The City of Richmond is seeking a qualified contractor to assume full‑service operation and maintenance of its municipal wastewater treatment plant, the associated wastewater collection network, and the stormwater collection system. The award will be a ten‑year contract with an optional five‑year extension, subject to City Council approval, and will require compliance with federal, state, and local water quality permits, as well as strict performance and reporting standards. The contractor must provide 24/7 staffing, oversee treatment processes, manage chemical dosing, conduct regular inspections, handle emergency response, and support capital‑planning activities. • Operate and maintain the WWTP (primary, secondary, disinfection, sludge handling, digesters) and related collection and stormwater infrastructure. • Deliver monthly performance reports, meet NPDES and BAAQMD effluent limits, and uphold odor‑control and safety requirements. • Manage a $2 M Maintenance & Repair fund, coordinate with Veolia for transition, and potentially advise on future capital projects.
