Description

The State of Maryland’s Department of Information Technology (DoIT) is issuing a Purchase Order Request for Proposals (PORFP) under its Data Telecommunications Services Master Contract (F50B4400028) to obtain internet service (LEO satellite) for a specific state location (Site #332). Only Master Contractors already awarded a contract under the master agreement may submit. The award will be made to the lowest‑priced, technically compliant offer, and the contractor must provide 24×7 support, 99.7 % network uptime, and a transition‑in plan within 60 days of a Notice to Proceed. The contract term for the PO is two years (performance period) with a possible four‑year overall agreement term. All proposals must be submitted via the eMaryland Marketplace Advantage (eMMA) system by September 10, 2026. • Scope: Provision of LEO‑based internet connectivity from a state aggregation point to the termination point at the Baldwin DNR site. • Eligibility: Only Master Contractors holding the Data Telecommunications Services Master Contract (F50B4400028). • Key Requirements: Meet or exceed technical specs of the master contract, supply key personnel within 30 days of NTP, maintain 99.7 % uptime, provide 24‑hour support, and submit transition‑in/out plans. • Submission: Four attachments (technical proposal, price sheet PDF & Excel, conflict‑of‑interest affidavit) via eMMA; questions due 09/03/2026. • Evaluation: Lowest total monthly recurring charge (including taxes, fees, construction costs). • Contract Duration: 2‑year performance period (FA 4) with a possible 4‑year overall PO term. • Award Notification: Written notice from the procurement officer after evaluation.

Budget estimate

$200,000 – $500,000

No contract value is disclosed in the solicitation. Based on comparable state‑wide LEO satellite broadband contracts for a single site, annual service fees (including equipment, installation, and recurring bandwidth charges) typically range from $100,000 to $250,000. Over the two‑year performance period, the total budget to the contractor is therefore estimated between $200,000 and $500,000. The final amount will depend on the selected bandwidth, any construction or installation costs, and any optional services the contractor proposes.
