Seed Orchard Irrigation Well

The United States Department of Agriculture (USDA) is seeking a contractor to install a solar-powered irrigation well at the Badger Hill seed orchard admin site on the Placerville Ranger District of El Dorado NF. The contract will be a firm fixed price contract, and the contractor will be required to provide a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. • The contractor must be able to provide necessary certification, including traceability to the manufacturer, manufacturer's COC, and its own certificate of conformance. • The contractor must comply with all applicable Federal anti-discrimination laws and the Equal Protection principles of the U.S. Constitution. • The contractor must provide a detailed explanation of their ability to perform the required services, including a sound and compliant approach that meets all requirements. • The contractor must provide resumes for proposed key personnel, including the Project Manager. • The contractor must provide a staffing plan, including proof of the Contractor's demonstrated ability to handle personnel issues, hire and maintain a highly qualified staff, and provide staff with all necessary support and oversight.
