The Federal Bureau of Prisons at FPC Yankton seeks a single award contractor to replace an underground fuel storage tank with a new 3,000‑gallon above‑ground double‑wall tank, associated concrete pad, fuel dispensing island, and automated fuel‑tracking system. The scope includes de‑energizing and disconnecting existing electrical systems, removing the underground tank, site remediation, back‑filling, constructing a reinforced concrete pad, installing the new tank with all required venting, gauges, and safety devices, installing two new Gasboy dispensers, providing key‑fob access hardware, performing testing, certification, and installing protective bollards. The contractor must also handle temporary fuel storage during construction, comply with NFPA‑70, API‑RP 1604, UL‑142, and submit soil‑sample reports to the Department of Agriculture and Natural Resources. The performance period is 161 calendar days from notice to proceed.
• Replace 2,500‑gal underground tank with 3,000‑gal above‑ground double‑wall tank (500 gal diesel, 2,500 gal unleaded).
• Construct 6‑in. reinforced concrete pad (4000 psi) with #4 rebar and stone base.
• Install two Gasboy 9823K‑F Astra dispensers, UL‑listed hoses, breakaways, nozzles, and a calibrated fuel‑tracking/key‑fob system (30 vehicle fobs, 2 general fobs).
• Perform site remediation, soil sampling, and obtain closure letter from DANR.
• Provide temporary fuel tank during construction, perform pressure/leak testing, and install concrete‑filled steel bollards.
