The New York City Department of Design and Construction (DDC) is establishing a Pre‑Qualified List (PQL) of contractors capable of reconstructing and restoring landmarked and landmark‑quality buildings throughout the five boroughs. Firms that meet experience, financial, safety, employment, and integrity criteria may submit a sealed RFQ package to be placed on the list, after which they will be eligible to bid on individual DDC projects valued between $2 M and $25 M.
• Scope covers full building reconstruction, façade, interior, and historic‑element work (e.g., slate roofs, decorative metalwork, stone, terra cotta, ornamental plaster, historic woodwork, window/door rehabilitation).
• Minimum requirements: ≥ 3 qualifying projects in the past 5 years (one must be an officially designated landmark), audited financials for three years, safety/OSHA data, and no disqualifying debarments or violations in the past 5 years.
• Submission must include six sealed copies of the complete RFQ package (Exhibits A‑F, financial statements, safety questionnaires, etc.) delivered to DDC’s Contracts Office.
• The RFQ does not specify a calendar deadline; the posted due date in the notice is “12/31/2999 8:00 AM” (placeholder). Successful applicants join the PQL and will be invited to bid on individual restoration projects on a lowest‑responsible‑bidder basis.
