Construction Management Services - Pump Station 2 Improvements and Modernization (PLA)

The City of San Diego is seeking a qualified Construction Management firm to provide Construction‑Management Resident Engineer (CMRE) and inspection services for the design‑bid‑build upgrade of Pump Station 2 (PS‑2) in its Metro system. The CMRE will oversee a multi‑year construction effort that replaces pumps, motors, valves, concrete work, HVAC, and associated systems, while performing comprehensive inspections across all trades. The contract is covered by the Citywide Project Labor Agreement and requires compliance with Equal‑Opportunity Contracting (SLBE/ELBE) participation. • Provide on‑site CMRE services for approx. 1,452 construction days plus start‑up (40 days) and close‑out (80 days). • Conduct structural, concrete, mechanical, electrical, coating, corrosion, and I&C inspections; manage schedules, change orders, and coordination with the Design‑Bid‑Build contractor. • Meet PLA requirements, submit EOCP documentation, and ensure 6.1 % subcontractor participation (SLBE 1.5 % + ELBE 4.6 %).
