Description
The City of Lancaster is seeking a qualified consultant to provide assessment district administration support and annexation services. The selected consultant will be responsible for providing consulting and support services as outlined in the Scope of Work, including daily, weekly, monthly, and yearly administration of various assessment districts. The consultant will also be required to provide software resources for City staff to remotely view the status of the districts and parcels within the districts. The City is looking for a consultant with experience in assessment district administration and annexation services. Key responsibilities include preparing complete documentation for annexation to and annual administration of the districts, providing comprehensive assessment levy information, and serving as the initial and primary contact with City staff, property owners, and other interested parties.
• Provide consulting, coordination, and documentation necessary to communicate the purpose and legal application of the districts to all staff, council, and property owners.
• Prepare complete documentation for annexation to and annual administration of the districts.
• Provide comprehensive assessment levy information for each parcel and submit it in a timely manner to the Los Angeles County Auditor-Controller's Office.
• Serve as the initial and primary contact with City staff, property owners, and other interested parties for inquiries regarding each district's administration and annual assessment levies.
• Perform all required bond call spreads in accordance with applicable state laws and coordinate the early redemption of outstanding bonds as needed.
• Provide continuing disclosure, dissemination, and investor relation services as needed.
