City College of San Francisco is establishing a five‑year pre‑qualified pool of architectural firms to be used for future design‑build, renovation, and new‑construction projects funded primarily by the $845 million Proposition A bond. The RFQ does not guarantee a contract; firms that are selected will be eligible to compete on subsequent RFPs for projects such as a new Child Center, Batmale modernization, elevator upgrades, and other campus improvements. The solicitation emphasizes compliance with California state‑architect requirements, SLBE participation, and the submission of a concise 20‑page Statement of Qualifications.
• Scope: Full architectural services (design, DSA approvals, storm‑water compliance, coordination with state agencies) – excludes geotechnical, surveying, and hazardous‑material investigations.
• Eligibility: California‑registered architectural firm with a licensed architect, minimum five relevant higher‑education projects, and optional SLBE certification.
• Submission: Electronic SOQ ≤ 20 pages (Cover Letter ≤ 3, Business Info ≤ 2, Qualifications ≤ 4, Experience ≤ 5, Team ≤ 2, Litigation ≤ 1, Fees ≤ 2). Deadline June 2 2026, 2 pm.
• Evaluation: Responsiveness, experience, personnel qualifications, fee value, references, proximity, SLBE credit; qualitative scoring.
• Post‑selection: Firms placed in the pool for up to five years and may be invited to submit proposals on individual projects.
