Blue Buffers Appraisal Services

This Request for Qualifications (RFQ) seeks to establish a non-exclusive roster of qualified appraisal firms and independent appraisal organizations to provide Appraisal Services for the Blue Buffers Program, a voluntary flood-risk buyout initiative. Services Sought The selected providers will perform real estate appraisals to determine the value of properties identified for potential acquisition. Key responsibilities include: Property Valuations: Conducting appraisals for a variety of residential property types, including single-family, multi-family, and vacant land. Standard Compliance: Appraisals must be conducted in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP). Incentive Valuations: Some assignments may require calculating both a "Current Fair Market Value" and a "Pre-Storm/Incentive Value" to determine eligible buyout offers. Field Inspections: Performing on-site inspections, including interior and exterior reviews, to assess property condition and local market factors. Key Dates: Questions Due: January 29, 2026.
