Description

The City of New Haven is seeking proposals for the redevelopment of the former West Rock STREAM Academy, a 4.6-acre site located in the West Rock neighborhood. The City is looking for a respondent who can present a vision, strategy, and detailed proposal that will transform the site into a vibrant, community-serving asset that integrates with other land uses in the area and reflects the City's legislative priorities. The selected respondent will be expected to secure public approvals, demonstrate market viability, and complement the ongoing renaissance of the City and the West Rock neighborhood. Some of the key goals for the project include creating mixed-income/mixed-use development, creating high-quality jobs, developing spaces that enhance health equity and community well-being, expanding the City's property tax base, and advancing the City's climate resiliency and carbon reduction strategy. • The site is located in an RM-1 District, which is intended for low-middle density residential areas. • The City is seeking a respondent with experience in developing community consensus and securing community support. • The City values environmental sustainability and prefers projects that include environmentally sustainable building systems and materials. • The City is looking for a respondent who can demonstrate financial capacity and a realistic project timeline. • The City reserves the right to conduct interviews and negotiate a Memorandum of Understanding with the selected respondent.

Budget estimate

$5,000,000 – $20,000,000

The budget for this project is likely to be in the millions, given the size of the site and the scope of the project. The City is looking for a respondent who can demonstrate financial capacity to undertake the development, and the project is expected to generate revenue through property taxes and other means. A rough estimate for the budget could be between $5 million and $20 million, depending on the specifics of the proposal and the final agreement reached with the City.
