PLA SURVEY - D/B/B - Collective Training Barracks - Fort Devens, MA

The U.S. Army Corps of Engineers Louisville District is soliciting comments from the construction community regarding the potential use of a Project Labor Agreement (PLA) for the construction of the Collective Training Barracks at Fort Devens, Massachusetts. The project involves the design and construction of a 46,000 SF, 300-bed open-bay Collective Training Enlisted Barracks, including site development, utilities, and supporting facilities. The contract duration is estimated at 720 calendar days. The construction community is invited to comment on the use of PLAs, including their experiences with PLAs in the local area, potential skilled labor shortages, and the potential impact of a PLA on the project's cost and efficiency. • The project includes the construction of open-bay sleeping rooms, storage, team rooms, laundry, restrooms, and showers. • The project will include information systems, fire protection, alarm systems, Intrusion Detection System (IDS), and Energy Monitoring Control Systems (ECMS). • Sustainability and energy efficiency measures are included in the project. • Antiterrorism force protection and physical security measures will be incorporated into the design. • Access for individuals with disabilities will be provided. • Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria 1-200-02.
