H191--UST and AST Fuel Quality Testing

The Department of Veterans Affairs is seeking a contractor to provide Fuel Quality Testing and Fuel Polishing services for seven Above Ground Storage Tanks (AST) and four Underground Storage Tanks (UST) at the West Haven VA Medical Center and Newington VA Medical Center. The services include annual fuel testing, bi-annual fuel filtering, and polishing of diesel fuel to remove impurities. The contractor must have a field service representative located within 200 miles of the West Haven campus and have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment. The contractor must also provide documentation of qualified/licensed and skilled personnel in fuel testing, petroleum filtration, and treatment requirements. Some key responsibilities include: • Collecting and testing fuel samples to verify the quality of fuel • Performing visual inspections and chemical analysis of fuel • Providing written reports and electronic copies of test results • Maintaining and submitting current MSDS for all chemicals used • Coordinating with the VA Contracting Officer Representative (COR) for all work activities The contract period is from 02/01/2026 to 1/31/2027, with four optional annual renewals.
