Description
The City of Salina is seeking a qualified consulting firm to perform a comprehensive operational assessment of its municipal animal shelter. The consultant will evaluate the shelter’s physical facility, daily operations, animal care protocols, community outreach, volunteer program, financial management, data systems, leadership structure, and veterinary services, delivering a detailed written report, executive summary, prioritized recommendations with cost estimates, and a presentation to city leadership.
• Review facility layout, safety, ADA compliance, and identify capital improvement needs.
• Analyze shelter processes (intake, adoption, euthanasia, foster, transfers) and assess animal welfare standards.
• Examine finance, budgeting, data reporting, and provide cost‑saving and grant‑seeking recommendations.
• Evaluate volunteer program effectiveness and community engagement strategies.
• Deliver a final report with an implementation timeline and cost estimates for all recommendations.
