Description

The Rose Bowl Operating Company (RBOC) is soliciting a Construction Manager‑at‑Risk (CMAR) to deliver pre‑construction/design‑assist services and, optionally, construction for the stadium’s plumbing infrastructure renewal. The scope includes replacement of aging water mains, trenchless rehabilitation of the sewer system, and abandonment/replacement of the underground gas distribution network beneath the active Rose Bowl venue. Work must be performed while the stadium remains operational, requiring phased phasing, continuous fire‑ and domestic‑water service, and rigorous subsurface risk management. The contract is structured as a Base Bid (water) plus two alternates (sewer and gas), funded by a California state grant (Base & Gas) and a federal EPA grant (Sewer). The CMAR will develop a Guaranteed Maximum Price (GMP), coordinate with local subcontractors, and comply with historic‑landmark preservation requirements. • Pre‑construction design‑assist and subsurface field investigation (Phase 1) – mandatory. • Optional Phase 2 construction for water, sewer, and/or gas packages. • Must maintain uninterrupted water/fire service during construction in a live stadium. • Open‑cut and trenchless utility replacement methods required. • Funding: State grant (Base & Alternate 2) and EPA federal grant (Alternate 1). • Evaluation based on qualifications, technical approach, price, schedule, and value‑engineering potential. • Mandatory pre‑bid meeting on 31 Aug 2026; proposal due 17 Sep 2026.

Budget estimate

$30,000,000 – $60,000,000

No contract value is disclosed. Based on comparable stadium utility renewal projects, a full water‑sewer‑gas replacement for a venue the size of the Rose Bowl typically ranges from $30 million to $60 million, depending on the extent of trenchless work, historic‑preservation constraints, and the inclusion of the optional gas alternates. The lower end reflects a water‑only scope; the upper end assumes all three packages (water, sewer, gas) are awarded and executed under a GMP.
