The City of Cincinnati is seeking a qualified vendor to provide financial literacy education and direct banking access support to youth employees participating in its Youth to Work (Y2WK) program. The selected vendor will provide interactive, age-appropriate financial education to youth employees ages 14–17, covering core topics such as banking fundamentals, account management, budgeting, saving, understanding paychecks, and the benefits of direct deposit. The vendor will also establish and manage a formal partnership with a financial institution capable of providing youth-friendly checking and savings accounts. The goal is to move youth away from prepaid cards, online payment apps, and parent-owned accounts, and toward personal financial independence.
Some key requirements include:
• Delivering all training services directly using the vendor's own workforce
• Administering pre- and post-assessments to measure participant learning gains
• Establishing a formal partnership with a financial institution to support account opening and banking access
• Providing a detailed cost breakdown and pricing for all training periods
• Submitting a Letter of Support or Memorandum of Understanding from the proposed banking partner
The City is looking for a vendor that can provide high-quality financial literacy training and support to its youth employees, and that can help the City achieve its goal of promoting financial independence among its young workers.
