California’s Department of Veterans Affairs is seeking a California‑certified Disabled Veteran Business Enterprise (DVBE) to provide exterior window cleaning services for the Veterans Home of California – Fresno campus. The contractor will clean approximately 2,049 exterior windows (including door glass) twice per year (April and September) over a three‑year contract period, using boom lifts, ladders, and environmentally‑preferred cleaning agents, while protecting landscaping and complying with OSHA, IWCA, and state wage/benefit requirements.
• Scope includes full exterior window, frame, gutter, and mineral‑deposit restoration cleaning, plus site safety and signage.
• Work must be performed during standard business hours, with no work on state holidays, temperature below 30 °F, or inclement weather, and requires prior approval for overtime.
• The contract is limited to DVBE‑certified firms; mandatory site walk‑through on April 8, 2026; quote due by April 16, 2026; contract term July 1, 2026 – June 30, 2029.
