Ice Control Sand

Steuben County is soliciting sealed bids from qualified vendors to supply Class A ice‑control sand that meets NYS DOT Specification #33700 (Abrasion – Snow and Ice Control). The sand must be delivered either to county vehicles at the plant site or directly to designated county locations. Bids must be submitted on county‑provided forms, sealed in an opaque envelope, and delivered in person to the Purchasing Department by 1:30 PM on 22 September 2026. The contract will be awarded on a “lowest‑price” basis, with consideration given to transportation cost ($2.00 per mile) and emergency‑service capability. All bidders must provide required certifications (non‑collusive bidding, hold‑harmless, Iranian‑energy divestment, OSHA 10‑hour training for contracts ≥ $250,000, prevailing‑wage compliance, etc.) and maintain the county as an additional insured on their liability policies. The purchase is exempt from sales tax.
