Description

The City of Battle Creek is seeking proposals from experienced Low Income Housing Tax Credit (LIHTC) developers for the development of high-quality affordable housing on city-owned property at 135 N. Washington Street. The 5.88-acre parcel provides a unique opportunity for a higher-density housing project adjacent to the city’s downtown. The property is accessible by a network of local streets and is served by municipal utilities with sufficient capacity to build out the site. The City is willing to negotiate a Payment in Lieu of Taxes (PILOT) to reduce the tax burden and provide predictable payments to make any potential development project more financially viable for developers. • The development site is 5.88 acres on the west edge of downtown near the intersection of N. Washington and Champion Street. • The site is zoned T4 Downtown Commercial District, which allows for multi-family dwelling units. • The City envisions a project that provides for the development of affordable housing serving those earning between 30% to 80% of the local area median income (AMI). • The City is open to assisting the selected developer with available local, state, or Federal incentives.

Budget estimate

$10,000,000 – $50,000,000

The budget for this project is difficult to estimate without more information on the proposed development and construction costs. However, considering the site size and the City's willingness to negotiate a Payment in Lieu of Taxes (PILOT), the budget could be substantial. Assuming a moderate-sized development with a mix of affordable housing units, the construction cost could range from $10 million to $50 million, depending on the number of units, design, and materials. Additionally, the City's incentives, such as the PILOT, could provide significant financial benefits to the developer. Therefore, a rough estimate for the budget could be between $10 million and $50 million, although this is highly speculative and dependent on various factors.
