The Energy and Mineral Development Program (EMDP) grant seeks to identify, evaluate, and assess energy or mineral resources and related projects on Indian land. The grant is open to Federally recognized Tribal entities, and the proposed projects must be designed for a one-year period of performance. The grant can fund projects such as resource inventories and assessments, feasibility studies, or other pre-development studies necessary to process, use, and develop energy and mineral resources. The applicant must submit a proposal package that includes a Tribal resolution, a project abstract summary, a project narrative, and a budget narrative. The proposal will be evaluated based on the clarity of the information provided, the over-arching project status, the economic or financial impact viability, the scope of work and project deliverables, and the budget.
• The grant is funded through non-recurring appropriations made by the United States Congress on a year-to-year basis.
• The grant can fund up to $2,500,000 per project.
• The grant requires a matching contribution from the applicant.
• The applicant must have a currently active and accurate Unique Entity Identifier (UEI) number and Automated Standard Application for Payment (ASAP) enrollment with the BIA.
• The applicant must submit a proposal package that includes all mandatory components, such as a Tribal resolution, a project abstract summary, a project narrative, and a budget narrative.
