Underground Utility Locating Services

The Allegheny County Sanitary Authority (ALCOSAN) is seeking qualified firms to provide ongoing underground utility locating services for its sewer infrastructure, responding to daily PA One‑Call requests and complying with Pennsylvania Act 50. The contract will run for a base period of two years (August 2027 – July 2029) with two optional one‑year extensions, requiring staff, vehicles, paint, flagging, locating equipment, ticket management, documentation, and reporting. Firms must demonstrate experience, local capability, and a commitment to minority‑ and veteran‑owned business participation. • Provide on‑site utility locating (paint, flagging, GPS) for ~5,600 annual One‑Call tickets, with ~10 % requiring field marking. • Manage tickets in ALCOSAN’s Utilisphere system or compatible software. • Maintain confidential location maps and three‑year records. • Submit photographs and daily activity reports for each locate. • Supply qualified personnel, vehicles, and equipment to meet 48‑hour response targets. • Meet MBE/WBE/SDVOSB participation requirements (10‑25 % MBE/WBE, 3 % SDVOSB). • Contract includes two one‑year option periods; may be modified for Clean Water Plan schedule.
