Digital measurement and control system– Combined Sources Sought/Notice of Intent to Sole Source

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a digital measurement and control system. The system must meet or exceed the specified minimum requirements, including 8 analog inputs and outputs, at least 1 TB memory or SSD internal data storage, and various software instrument modules. NIST conducted market research and found that only Liquid Instruments appears to be capable of meeting the requirements. Interested parties are invited to respond to this notice with information about their company's capabilities and experience. • The system must have 8 analog inputs with at least 1.5 GHz bandwidth each channel, at least 4 G samples/sec each channel, and at least 14-bit resolution at maximum bandwidth. • The system must have 8 analog outputs with at least 1.5 GHz bandwidth each channel, at least 4 G samples/sec each channel, and at least 14-bit resolution. • The system must have at least 1 TB memory or SSD internal data storage. • The system must be usable with internal and external clocks. • The system must have a GPS receiver for use with GPS-disciplined oscillator. • The system must have 1 GB Ethernet, WiFi, and USB-C interfaces. • The system must be fully operable from a computer interface, including controlling instruments and plotting measurement results in real-time. • The system must include software instrument modules for PID controller, digital filter, phasemeter, laser lock box, oscilloscope, spectrum analyzer, lock-in amplifier, swept sine measurement, arbitrary waveform generator, PID controller, and data logger.
