Description

The Export-Import Bank of the United States (EXIM Bank) is seeking a contractor to provide asset protection and recovery services for outstanding amounts owed to EXIM Bank by obligors/buyers and guarantors in Argentina and Brazil. The contractor will be responsible for performing asset searches, site visits, negotiations, litigation, and other actions required to effect recovery for EXIM Bank. The contractor must have knowledge of the Argentina judicial system and be a duly qualified/registered attorney in Argentina. The contract will be for a follow-on standard recovery contract, and the contractor will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform loan recovery services. Some key tasks and responsibilities of the contractor include: • Performing a preliminary research and evaluation of the case, including asset search, credit analysis, and legal actions registered against the obligor • Attempting extrajudicial collection of the claim amount within 90 days of the contract execution date • Filing legal proceedings against the debtor and guarantors if extrajudicial collection is unsuccessful • Providing all labor, equipment, materials, postage, supervision, expenses, and travel necessary to conduct collection investigation services for EXIM Bank • Preparing and forwarding a written report to the requesting officer outlining the plan for recovery and estimated amount of the defaulted principal that is collectable

Budget estimate

$100,000 – $1,000,000

The budget for this contract is likely to be contingent upon the recovery of outstanding amounts owed to EXIM Bank. Based on the document, the contractor will be required to provide a written report outlining the plan for recovery and estimated amount of the defaulted principal that is collectable. The budget may be a percentage of the recovered amount, but the exact percentage is not specified in the document. Assuming a typical contingency fee range of 10-30% of the recovered amount, and considering the complexity and length of the recovery process, a rough estimate of the budget could be between $100,000 and $1,000,000. However, this is highly speculative and dependent on various factors, including the amount of outstanding debt, the success of the recovery efforts, and the terms of the contract.
