Fixed Income Investment Services (Amendment 2)

The Pension Benefit Guaranty Corporation (PBGC) is seeking proposals for fixed income investment services. The contractor will be responsible for providing active investment management and related services for fixed income portfolios, with the objective of constructing portfolios that earn superior returns exceeding the respective portfolio benchmarks over a full market cycle, consistent with appropriate levels of risk. The scope of work includes managing fixed income assets across multiple fixed income strategies. The contract is expected to be for a period of up to 10 years. • The contractor must have at least $500,000,000,000 in Assets Under Management (AUM) as a fiduciary. • The contractor must agree to act in accordance with the fiduciary standards of an ERISA fiduciary under this contract. • The contractor must have a positive net worth. • The proposal must include a GIPS compliant Performance Presentation and other supporting documentation. • The contractor must calculate the average of all rolling 60-month information ratios for the past 10 years of performance or since product inception, whichever is shorter.
