R--RFI: Sexual Assault Hotline Services

The Department of the Interior, in support of the Peace Corps' Office of Health Services, is seeking information from the commercial marketplace regarding global anonymous sexual assault hotline services. The Peace Corps requires a solution to support roughly 3,000 Peace Corps Volunteers currently serving in 61 countries. The hotline services must include live, confidential crisis counseling, referrals, and other related services, and must be available 24/7/365. The selected provider must ensure that counselors have at least 40 hours of rape crisis counseling training and that supervisors are licensed psychologists or social workers. Some key points to consider include: • The hotline must provide a mechanism for reporting sexual assault, crisis counseling, and information about Peace Corps' sexual assault reporting and response procedures. • The service provider must be flexible and responsive to technological limitations and changing technologies. • The current hotline service solution includes a variety of services, such as telephone, online chat, helpline call back, helpline text, helpline website, and a helpline mobile app. • The scope and complexity of this requirement can be illustrated by historical Peace Corps data, which is provided in a table. • Respondents are asked to provide information about their company's capabilities, staffing, and experience in supporting hotlines or contact centers with low daily or weekly call/chat volume.
