Sources Sought for HVAC Repair, Fort Buckner Japan

The U.S. Army Corps of Engineers, Japan District, is conducting a market survey to identify sources capable of performing a Design-Bid-Build (DBB) construction project for the repair of HVAC systems at Fort Buckner, Okinawa, Japan. The project involves a comprehensive upgrade of the HVAC systems, including the installation of new chillers, air handlers, and a Direct Digital Control (DDC) system, as well as environmental remediation for any asbestos or lead-based paint disturbed during the repairs. The scope of work also requires modifying existing fire safety systems and ensuring robust cybersecurity for all building controls. • The project is expected to be performed in its entirety in Japan and is intended only for local sources. • The estimated project range is between ¥800M and ¥1B. • The period of performance is estimated to be 485 calendar days. • The proposed procurement method is a Request for Proposal (RFP) with award selection based on a lowest priced, technically acceptable approach. • Interested firms are requested to submit their responses to the market survey no later than 2:00 P.M. on 3 April 2026 Japan Standard Time (JST).
