RFP - To Secure Professional Services to Develop a Land Asset, Manufacturing, and Workforce Development Strategy for the Kern Grit Initiative

The City of Bakersfield is seeking a qualified consulting firm to develop two strategic plans under the Kern GRIT Initiative: a Land Asset & Manufacturing Strategy and a Workforce Development Strategy. The effort will inventory vacant industrial parcels, conduct GIS‑based competitiveness analyses, model case‑site readiness, and align recommendations with regional clean‑economy goals. Parallel work will analyze regional labor needs, evaluate existing training programs, engage employers, and produce a workforce pipeline plan targeting underserved communities. Deliverables include draft and final PDF reports for each strategy, GIS visualizations, and actionable policy recommendations, all to be completed by September 30 2026. • Produce a comprehensive land‑asset and manufacturing strategy report (site inventory, market alignment, GIS analysis, case‑site models, policy recommendations). • Produce a workforce development strategy report (demand analysis, training‑program gap analysis, stakeholder interviews, outreach plan, transition pathways). • Deliver all reports in PDF format, incorporate city feedback, and ensure all data and graphics become City property.
