Professional ADA/UFAS Third-Party Certification Services

The Housing Authority of the City of Pittsburgh is seeking proposals from qualified firms to provide Professional ADA/UFAS Third-Party Certification Services. The selected firm will be responsible for conducting comprehensive reviews and certifying that all mobility and sensory accessible areas/units under review have been designed and constructed in full compliance with all applicable regulations. The scope of services includes reviewing and commenting on plans/specifications, visiting construction worksites, inspecting work for compliance, and providing accessibility support services. The contract is expected to be for an initial term of three years with two one-year extension options, for a total of five years. • The selected firm will be responsible for reviewing individual dwelling units and common areas for full compliance with Section 504, ADA, and Fair Housing Act Accessibility Guidelines. • The firm will provide accessibility support services, including reviewing plans/specifications, inspecting construction worksites, and responding to technical assistance phone calls and emails. • The firm will be required to have and maintain all necessary insurance to cover malpractice liability and workers' compensation. • The firm will be expected to have expertise in real-time developments in the field of disability compliance, particularly as it relates to federally subsidized housing. • The firm will be required to comply with all applicable Federal regulations, including Section 504, FHA, and 2010 ADA Accessibility Standards, and environmental requirements, and federal procurement requirements.
